I've got a 1991 prelude 5 speed. It will not start it doesn't turn over when you turn the key you can hear the fuel pump come on. I'm think its the starter relay or the neutral safety switch but I don’t know where they are located.

The neutral safety switch is activated by the clutch pedal on a manual transmission car. Get your head up under the dash by the pedals and you'll see it.
It's a good place to start. Starter solenoid is also a possibility.
Check out page 16-34 in the 3rd gen shop manual (see manuals section)
